The first step is the selection of the judges by “the voice of this people.”
These communally acclaimed judges will judge “according to the laws which have been given you by our fathers, which are correct, and which were given them by the hand of the Lord.”
In other words, these judges will judge by law, and the law will be the direct connection to the will of God rather than the person of the king.
