What does it mean to “come buy wine and milk without money and without price”?

“Salvation is available to all men, not just a select few. … ‘All mankind may be saved, by obedience to the laws and ordinances of the Gospel.’ (Third Article of Faith.) God is no respecter of persons; ‘he inviteth them all to come unto him and partake of his goodness; and he denieth none that come unto him, black and white, bond and free, male and female; and he remembereth the heathen; and all are alike unto God, both Jew and Gentile.’ (2 Ne. 26:33.) The eternal call of the Eternal God is: ‘Ho, every one that thirsteth, come ye to the waters, and he that hath no money; come ye, buy, and eat; yea, come, buy wine and milk without money and without price’ (Isa. 55:1), for ‘salvation is free!’ (2 Ne. 2:4.)” (McConkie, Doctrinal New Testament Commentary, 3:416–17).
